Collin County divorce records and marriage records can be requested directly from the state’s Department of Health & Human Services but the department only offers verification letters stating whether the event occurred or not–this is not a comprehensive or certified document and will not be accepted by most government agencies that need proof of marriage or divorce.

Criminal information can also be requested through relevant police departments if they performed the arrest, but documents or records provided by the sheriff’s office or local police departments will not be comprehensive as they are simply the arresting agency.

How To Retrieve Texas Criminal Records via State Resources

Individuals can look up someone’s Texas criminal record–including their own–statewide rather than being limited to Collin County.12 Criminal history information can be obtained through the state’s criminal public records repository–the Texas Department of Public Safety (DPS).

A Criminal History Conviction Name Search is a publicly accessible directory provided by the Crime Records Division of DPS, allowing individuals to search for subjects with a criminal conviction or deferred adjudication (meaning the judgment has been postponed until supervision or other conditions have been met).13 Search results will display prosecutions, arrests, and case dispositions for class B misdemeanors and higher.

This search tool requires users to create a free account, but search credits must be purchased by credit card, check, or money order. Each credit allows for one search, even if no matching record is found.

Each search credit costs $3, but credit card purchases will have an additional processing fee of 2.25% of the total plus a $0.25 charge per credit. Credits bought with a credit card will be available immediately, but those purchased by mailing a check or money order will take longer.

The more detailed search criteria entered into the name search, the more likely the results are to be accurate. It is suggested to review the instructions for using the name search prior to using credits.

How To Perform a Background Check in Collin County

Background checks can be performed for both personal and professional purposes, but the reasoning for each dictates which laws and restrictions apply to the check.

For instance, professional background checks can only be done with written permission from the subject, while checks conducted for personal reasons do not require subject notification or consent.

Personal background checks can be done to look into a family member, colleague, neighbor, or even an acquaintance and one can rely on Collin County public records to gain insight on the subject. Third-party services can be very helpful in conducting personal background checks, as these sites can search through multiple counties or even states simultaneously for a nominal cost. Professional background checks can be done via two primary methods: name-based checks (considered Level 1) or fingerprint-based checks that are verified through the FBI (often referred to as Level 2 checks). Both are used for professional reasons, but Level 1 checks have a greater risk of being inaccurate due to potential duplicate names, aliases or misspellings while Level 2 checks are much more reliable and accurate due to the fingerprint match.

Collin County does not offer background check or fingerprinting service, but Level 1 background checks can be done through a Criminal History Conviction Name Search offered by the Texas Department of Public Safety (DPS).13 This process is explained thoroughly in the criminal record section above, and each search costs $3 (plus a small charge for credit card transactions).

Level 2 background checks are also offered by the Crime Records Division of DPS but are only available to individuals required by law to undergo this type of background check. Employers, licensing agencies, or other entities will provide their applicable code to individuals, and this code must be shared with DPS to complete a fingerprint-based check.

The associated costs are $15 per criminal history check plus an additional $10 per official fingerprint card if completed by Texas-endorsed Fingerprint Applicant Services of Texas (FAST)–more commonly known as IdentoGO.

Law enforcement officials may also provide fingerprint services and are legally allowed to charge up to $10 per fingerprint card.

Upon showing up for a fingerprinting appointment, individuals must bring an acceptable form of identification, correct payment, and share the agency’s service code. There are two convenient online search tools: the active warrant search allows individuals to check for current warrants by name, but the public may not be able to view all warrants this way as some are withheld from the public.

The Constable of the Warrants Division of the Collin County Sheriff Department will grant each defendant one courtesy notice that they have an outstanding warrant by mail; if the Constable does not receive a response in a timely manner, the warrant division will attempt to make an arrest.

How To Order Birth & Death Certificates & Other Vital Records in Collin County TX

Texas public records include vital records such as marriage and divorce information (above), as well as certificates of birth and death.

Individuals in Collin County can find birth, death, and other vital records–such as paternity and adoption documents–through various means including ordering online or requesting these records by mail or in person.

Online: Any individual born in Collin County–or their immediate family members–can order a certified birth certificate online through the Texas Department of Health & Human Services. To order a certified death certificate online, you must be the decedent’s surviving spouse, parent, or funeral director (must be named on the death record).

To complete the online ordering process, interested parties must:

Residents of other states can only purchase these vital records online if they are the person named on the document or if they are requesting documents for their children. All others must use the mail or in-person options.

Collin County public records can be accessed or ordered through a multitude of agencies, but some of the most reliable options are the Collin County Sheriff’s Office (for arrest records and warrant information), the County Clerk (certain court documents and vital records), Clerk of District Court (court records and death decrees), and the Crime Records Division of the Texas Department of Public Safety (for criminal records).4, 9, 6
